The Delphi Comprehensive Plan was approved by the Indiana Office of Community & Rural Affairs (OCRA) and is now going through the adoption process.
Presentation to Carroll County Area Plan Commission and Public Hearing for Adoption
Tuesday, January 24th at 6pm – Carroll County Courthouse in the Commissioners Room (2nd Floor)
At the Carroll County Area Plan Commission meeting, the project team will present the OCRA-approved plan. There will also be a public hearing on the adoption of the plan. The project team will ask for a recommendation from the Carroll County Area Plan Commission for the comprehensive plan’s adoption. Review the draft plan here.
Presentation to City Council with APC Recommendation
Monday, February 6th at 6pm – Community Center (311 N. Washington Street, Delphi, IN 46923)
At the City Council meeting, the project team will present the OCRA-approved plan with the APC’s recommendation. The project team will ask for plan adoption by Resolution.
Community Input Survey
A Community Input Survey was conducted online to receive input from residents and the general public on various issues. The online survey was open from May 24th – June 19th, 2022.
A Community Workshop was held at the Community Center (311 N. Washington Street, Delphi, IN 46923) on Tuesday, June 7th from 6:00-7:30 PM. This was an opportunity for all residents, business owners and employees, students, and anyone that has a stake in, and is excited about, Delphi’s future to learn about the Comprehensive Plan process and help shape the direction of the plan. Approximately 30 members of the public attended this Workshop!
Big Ideas Open House
The Big Ideas Open House was held at the Community Center (311 N. Washington Street, Delphi, IN 46923) on Wednesday, August 31st from 6:00-7:00pm. This was an opportunity for the community to provide input on the big picture items, goals, and objectives of the Comprehensive Plan.
Public Presentation of Plan and Public Hearing for CDBG Funds
On Tuesday, January 3rd at 6pm at the Community Center (311 N. Washington Street, Delphi, IN 46923), the project team presented the OCRA-approved plan to the public at a City Council meeting. There was also a public hearing regarding Community Development Block Grant (CDBG) funds for the City of Delphi.
The City of Delphi was awarded a planning grant from the Indiana Office of Community and Rural Affairs (OCRA) and has used it to retain the services of HWC Engineering to provide facilitation and technical guidance throughout this process. Key team members include:

A project Steering Committee has been organized and charged with guiding the development of the plan. The committee members represent a number of diverse groups and interests across the community. The committee has representation from City leadership and staff, Carroll County, Delphi Community School Corporation, local businesses, and residents.
